Having difficulty understanding your thread. Yes, there should be a cable adjustment but what is with this outer hub connection. Perhaps its all new for the 09.

emergency brake cable adjustment
As you may well know by now I'm new to this type of forum. Thanks for responding and pardon the my ignorance on this.
This is an 04 F-150 and the cable runs down under the rocker panel to the rear axel and connects to a device that hang out of the back side of the housing of the disk. The older brakes that I'm aware of had a cable that came into the hub and connected to something that was adjustable from the back side of the hub and was adjustabe by ratcheting a wheel with a screw driver. This trucks emergency brake cable just hangs on a piece that sticks out of the back of the hub. I've traced the cable back to the pedal inside the truck and I see no way to adjust it. Also when I pull the release quickly the cable pops off the piece on the back of the hub.
Hopefully this explains it better. Thanks

Can you move the arm that sticks out of the hub at the axle?
Mine fell off when the entire emergency brake assembly rusted out and one wheel was stuck in the on position. (04 fX4)
Thats the only thing that I can think of that would cause your problem.
I need to figure out how to adjust the emerg. brake. I put new rotors on and now my emergency brake doesnt do its job so well. Seems weird because with new rotors I would think they might need to be loosened up not tightened. The shoes for the emgerency brake push up against the inside of the rotors.

emergency brake adjustment
I also replace my rotors with Baer drilled and sloted rotor. My Parking Brake was very loos after the install.
The brakes are self adjusting. Simply pull the brake release and hold it while you pump the brake pedal. My adjusted up and hold fine now.

the adjuster is inside the rotor hat. there way be a hole in the backing plate below the axle tube to adjust them. Its like adjusting a drum brake set up. If theres no hole you may have to pull the rotor off, adjust it and try it. If its too much the rotor wont go back on, not enough you have to pull it off again.

Which way to turn adjuster to tighten?
On my 2013 V8 4x4 they are NOT self-adjusting.
On the passenger side, do you push the bumps “up” or “down” ( to tighten’ )
---> down to tighten the brakes (up to loosen)
On the drivers side, does them bumps go “up” or “down” (to tighten)
---> up to tighten the brakes (down to loosen)
The post part is just a bolt
The bumpy adjuster is like the nut pushing on a spacer.
It's a regular right-hand-thread bolt.
So when the nut moves away from the "head" it tightens the parking brake
