Doesn't mean they are aimed properly at all.

Aim is everything.
How do I know? Well I'm running a D2S projector swap with 50w ballasts and OSRAM Nightbreakers. If they are even 2" high at 24' then they will blind everyone. Proper aim is crucial.

If your getting bright lighted that often, then you should check your headlight aim. People are flashing you for a reason, they are not just "picking" on you for no reason.

Then, auto head lights on when wipers are on. But that's another story.
My 2004 lexus has auto adjusting lights. It works awesome.

I used to get flashed alot with the OEM HID's, before levelling. After levelling I lowered them about 6" at 25ft. I can still see a couple hundred feet down the road and I never get flashed. Now highbeams just glance along the road so it is about perfect. Just food for thought. The original 2"/25ft may not necessarily be enough for comfort.
