SleepyPod makes one of the, if not the, safest harnesses on the market. I think it was the only one to pass Subaru's testing. Connects via two straps to the child seat anchors and the dog has enough slack to lay down and sit up, but can't walk around. If you hit the brakes or go around a sharp turn, the dog can only travel about 8-10 inches.

As far as the harness is concerned definitely invest in a good one. Not only for their safety but yours as well. With our dog we have a good harness and for lashing him in, I took some tubular nylon webbing and put a double overhand know in each end. One end has the seatbelt pass thru and clicked in, the other has a high quality carribeaner which we clip to his harness. Nice thing about the webbing is the adjustments are endless in terms of length, esp if your dog is still growing.

We had a zipline one made by a company called Krugo. It connected to both seat belts or the "oh ****" handles and let our St. Bernard walk back and forth. A near 200lb dog would be a scary thing coming at you full blast at a hard stop or impact.
