You are absolutely right! On both counts. But, there is a reason for the law, which is really for the good of the driver and anyone else on the road (not to block vision).

My main point was that who (in their right mind) wants to take their eyes off the road to look at a GPS and reconnoiter their position and the other information on the relatively tiny screen whilst driving? How long does it take to veer into another lane or run into someone who stopped short in front of you? (YIKES!)
I understand the law. I happen to enforce it.

While not perfect in form, what I did was to fab a piece of stainless to fit on top of the center dash with a GPS mount bolted to the perch (I don't happen to trust the supplied 'adhesive discs')
