Default Coolant Bottle Dirty - Normal Or Not?

I've had a dozen F150s with the 5.4L engine and almost all of them had a dirty coolant bottle. What causes this? I was going to sell one of my rigs today, but the buyer who is a mechanic, pointed out my trucks head gaskets were going to blow because I had residue in the coolant bottle.

How hard would it be to clean this out?

Was he trying to low ball you ? what kind of residue is that? Tou would have to remove the tank and clean it out but some coolants leave a small amount after a time

So it's OK to put that crap that's on the bottle back into the coolant if you clean it?
