Never noticed it until about 6 months of ownership and the job is part of the quality. Easily scratched is also paint quality. And I looked around a few at a dealer lot. Mine isn't the only one.

Oh and the car i traded in on this truck had the same problem as the OP but it was 10 years old before the problem looked like that

Older paint quality was tougher. New EPA regs have neutered the paint industry.
To the original poster, I am wondering if that isn't caused by a poorly prepped repaint job. I've seen factory paint and sometimes primer scraped or damaged down to the coated metal, and still no rust. This picture shows the rust all the way to the edge and even under the top coat.

A friend of mine works at BMW in SC and he works in the re-work department. Basically re-painting SUV's that have any issues. So yes your new truck could have been repainted at the factory by hand. He said about 5% of new vehicles have to have some sort of re-work at the factory due to mistakes or damage.
