Get a squirt bottle like a dinner once put catchup in. Put in a table spoon of the finest compound you can buy at the parts store. Add enough liquid wax or polish to fill it about half full. Shake well. Now start slowly and use a random orbital polisher to work on the area.
What's the worst that could happen? You have to have it re-painted? I have removed far worse.

Another thought
I just fixed a bad scratch in my old truck. Metal post all the way down the side. Looked similar. I wet sanded with 1000 grit carefully then up to 1500 then 2000. Just keep it wet with a sponge and go round and round. Then buff with compound. My scratches totally disappeared and looked great. Pretty cheap fix if you get up the nerve

That definitely hasnt gotten past the clear.. i doubt any dogs nails are that sharp anyways. I dont think a rubbing compound will be enough tho. If your fingernail snags when u go over the scratch, you will need to wet sand the scratches first. Hit it with some 1500-2000 grit sandpaper til the clear is foggy and the scratch is blended into the surrounding, and then buff with compound by hand or with a 25$ harbor freight polisher

This is EXACTLY what had happened to me this past weekend. Brought my 2012 FX4 in to a paint shop today. Was quoted $150.00 for them to wet sand it and buff it out. Spotless and looks as though my dog never at all ripped apart the side of my truck bed. I'm after all talking about a 120lb Rotti who's not exactly gentle. So I'm sure you should be fine getting those nail marks out.
