I could see the bare metal through the edge of the taillight housing like Todmann said. I sanded down the edge of the housing, and used some touch up paint on the scraped areas hopefully it will take care of the problem.

I went to put a new set of custom taillights on my 14 XLT and noticed that the paint was starting to flake at the top corner. I removed the lights with trim removal tools which cause no damage. Guess I'll be taking it in to see what can be done. My truck only has 13k miles.
