I got stuck in a commercial vehicle safety inspection and I had to be in it for weighing, according to the man with the all important clipboard and gun on his hip! His words were along the lines of, gross vehicle weight includes anything and everything in it at time of inspection.

Base Curb Weight
– The weight of the vehicle including standard
equipment, oil, lubricants and a full tank of fuel
(less fuel on F-650/F-750 models). It does not
include the weight of driver, passengers, cargo or
any optional or aftermarket equipment
Payload
– Maximum payload is defined as the weight of all
passengers, optional and aftermarket equipment,
and cargo
– Net payload is defined as the weight that can be
placed in the truck after subtracting for driver,
passengers, and optional and aftermarket equipment
Passenger Weight: Defined as 150 lbs. multiplied
by the number of safety-belted seating positions,
including the driver, that the vehicle can carry

Just checked and yep, just the fuel no driver.
I did see in their loading examples that they used 150 as the per person so maybe that is where it was started.
I do know as mentioned that the only real way to know is to know is to weigh it ready to go camping.

Bottom line here is that the GVW number is what it is. To be sure, weigh the truck with you in it and a full tank. Subtract that from the GVW and you have your payload. If you get weighed by the "Enforcers" that number on your sticker is it. If you go over it, you can be fined and possibly pulled off the road. Been thru it.

I was wondering how you came up with a potential tongue weight of 1200 if it says 945 tongue weight?
