There's a threshold for them kicking on. IIR, it's pretty cold before the heated seats turn on (like 32* or something) and pretty warm (I dunno the temp) for the chillers to turn on.

I read somewhere, haven't been able to find it again, that there is indeed a threshold. It has to be around 32degrees F for the heated seats to kick on and over 72 or 75 degrees F for the cooled seats to kick on. You must also make sure that you have the front driver and passenger climate settings on "Auto" in the vehicle settings in the driver info screen for it to do this.
Additionally, the lights do not kick, similar to other dash and related lights when the F150 is remote started. Once the key is in, it deactivates everything and you have to turn the seats, etc. all back on the way you want them (this to me is a tad strange). You'd think Ford would have made it so they just all kick on to the settings where they were running to 1) make it less steps for the most instances and 2) to avoid operator confusion and threads like this one.
