Wonder if there is an actual TSB number? That number you posted seems to be the actual part number for the harness.

had same issue, left front door speaker cut in and out randomly. Took it in and they just immediately replaced the speaker, and my service advisor said I wasn't the first one he's seen either. (2011 here)

Default door harness

while I was describing the problem to the service manager, a guy behind me in line with a 2010 xlt said he was having the same trouble. This dealership has been pretty good at listening to a customers trouble and actually do research. The service manager told me they called a Ford hotline to t and told my dealer to the engineering division and that they had been seeing a lot of this trouble and to replace the harness. I thought the part # may cross ref with a TSB,but if it didn't I would suggest your service department contact this Ford hotline as they are aware of the issue. I have not had the trouble since this harness was replaced.

In Ford-speak a 'service bulletin' is known as a 'TSB' and is available to any dealer, not just people calling a Ford hotline. I'm suspecting there is no 'TSB' at this time, maybe not even an 'SSM'.

Default I have you all beat....

I have had this speaker problem in my '05 for some time now... speaker won't work, turn up the volume and it comes on. Did the same thing the other day, then when I turned up the volume, the speaker did come on, but the window in that door (passenger) immediately went down in about a second, and messed up the regulator. When I disconnected the speaker, I found the connector had a bunch of water in it. That might explain the speaker problem, but not the problem with the window. Looked at the harness in the door, and could see no problem there.
Will have to call Ford and ask them about the service bulletin.

Oh, neither rear speakers work, but they don't come on even if the volume is turned up.

I am only repeating what the service manager told me. The Ford hotline he told me was for Ford Service people to call, not the public. You can take the info as you want, I was only trying to be helpful as to a similar problem many people are having

Took my truck to the dealer today to see if they could fix the intermittent crackling/static in the right front speaker. I told them that I had eliminated the speakers as the source of the noise by swapping speakers with the drivers side - problem remains on the passenger side. I mention this thread to them and the info that you found out.

The service manager called Ford, explained the problem, and then told me that Ford said there is not a TSB for this problem. However, the service manager then said that he's ordering the wiring harness based on the info in this thread and is replacing it for free! I do not know if Ford is covering it under warranty or the dealer is eating the cost, but the part and labor are free. Don't know what's up with that, but I am not complaining.

Also, the dealer said that the wiring harness part number listed in this thread (# BL3Z-14631-B) is for the driver's side, but I didn't get the part number for the passenger side. I'll post that if I get it, after the repair is done.

Hopefully this will fix the problem, but in any case, thanks for the info in this thread!
