Default 2010 power steering

I have a 2010 screw with the 5.4. This is my first year in Alaska and the winter is harsh. At temps below -20, steering gets very stiff. Changed fluid, did not change/fix issue. Is this a common problem? Is there a small heater pad that would remedy this? Ps- steering is still stiff even after engine has warmed up to operating temp.

Yes, it stays stiff. Park in heated garage at night, on the drive to work it stiffens up. Still able to turn, just feels like its going to blow a seal. Just curious if any others have experienced this, but the temps here in interior Alaska (Fairbanks) get below 0 on regular basis. Today it's -49 F. Really freaking cold. Steering is really stiff. I think it's due to it being exposed to cold air flowing underneath the front crossmember. Just looking for solutions to help heat it up while driving. Possibly a 12v heater of some sort?
