Default 2010 6.2 Raptor Not Starting

Okay a little background. Motor was hydrolocked a year ago. We pulled the motor and sent it to be rebuilt. There was a 6 month backorder on the crank. We eventually got it back and slowly put the truck back together. Motor was assembled by a very competent engine builder and is timed correctly etc. Motor is completely hooked up to tranny. We just bought a new starter and battery tonight. All wiring is back where it was and Truck is not throwing any codes. So, when you go to start it you hear the relay click but starter does nothing. Checked voltage at battery and at starter cables and it's good. Tranny is in park. The truck did have a tune on it when we pulled the motor and it was never pulled off. We tried starting on the tune and we pulled it off and still nothing. I don't think it's the pcm because we can hear the starter relay clicking.
Anybody have any thoughts?

will starter spin on the bench or out of truck?


or maybe a engine ground is disconnected some where

yep starter is perfect. We even had it tested before we bought it. We were thinking it could possibly be a ground somewhere but we've checked em all and can't find any loose ones.

Never mind we got it started. We over looked a burnt fuse. Replaced it and it started right up!
