I pulled off my stock CAC, and then reinstalled it. Now, I have a secondary whistle when I ease off the loud pedal (but when I was in boost). The hotside pipes are all tight, the cold side connection to the plastic pipe up to the Tbody is on like before, tight connection at throttle body, etc. I think everything is tight.

What's the common culprit here?

It's a lower pitch whistle than any previous/normal BOV whistle.
