All the tie downs are accessible once the bed rug is installed no problem with that... and regarding drain water, the sides are zipper, so the water will never fill your bed, it will always drain in the usual way, to the sides and from that wherever it goes. i never had a problem with that. it dries fast, it is kind of the same as the rug used to cover the 2x4 in the boat trailers.
