Can't quite tell from the photo, but if that's a chunk out of the bead, then: NO! Don't mount it.

I've actually seen tires like that on a few occasions, it's basically just loose rubber on the inside of the bead but the bead itself is steel wire so it really doesn't affect anything although it looks bad.

Having worked in the tire industry for years, the missing rubber from the bead will impede a good seal and destabilize the bead's ability to hold pressure against the rim. No reputable tire shop will mount it.
