That was going to be my next suggestion. If you did everything else right it had to be wiring.

Talking what I had wrong

what I did that didn't work...

RCA (Right) + and - both went to the - line from WPT1212
RCA (Left) + and - both went to the + line from WPT1212

What I did that fixed my issue was

RCA (Right) + goes to WPT1212 line +
RCC (Right) - goes to WPT1212 line -
RCA (Left) + goes to WPT1212 line +
RCA (LEft) - goes to WPT1212 line -

All good now!

**Update:
After checking and rechecking EVERYTHING,
I stopped and looked at the system. On a hunch, I pulled the sub I bought on OfferUp from the box. THE WIRES WERE NOT CONNECTED TO THE SUB! I hooked the wires to the sub, and got a little sound from the sub! So, now that I now it is working some what, I need the settings to get good bass. Here is my current setup:
From the WPT-1212, I have a LOC in between the plug and amp. The amp is a Kicker ZX400.1. I have ran 4 gauge power from the battery. I am grounded with 4 gauge in the back. The amp feeds the 10" Pioneeer Model TS-SWX2502 I scored on OfferUp. Any ideas on the ForScan settings? For some reason there is VERY little sound coming from the sub, on some settings I get no sound. I really cant hear it, I have to touch the sub and feel it move. Thanks for everyone's help. I could not have did this without your help!!!

It's the endless horrors of threads like these that make me glad I avoided the rear plug / ForSCAN fiasco. Blessing in disguise that I didn't get Sirius and couldn't use the plug in the rear. So much simpler to just get a clean signal from the front channels behind the head unit to run the entire system.

There are cheaper options than the FOR-11CK. CarAV 12-240 harness is 25 bucks, just takes time to ship from overseas.
