removing water spots from aluminum wheels?

If they are bare aluminum, then grab a tub of Meguiars Mag and Aluminum Polish.
I am guessing that they are newer model wheels, and therefore they are coated. Because they are coated, you will never need a metal polish.
I would get my hands on a bottle of Meguiars Ultimate Quick Detailer. If the spots are not to bad, this product will take care of them. It uses what Meguiars calls, "Hydrophobic Polymer Technology". Hydrophobic means "afraid of water". This technology will bead water away from the surface, (to a degree), similar to what a wax will do, resulting in less build up of water spots. It is also great for removing light brake dust every other day.
Once you have the wheels nice and clean, I would suggest using a wheel wax to prevent any damage or corrosion that may occur. It will also prevent pitting on the wheels due to tar, and reduce heavy caking of brake dust. Poorboys World Wheel Sealant will be your friend, especially being in Wisconsin.

You talking about oxidation? To remove a majority of oxidation spots from my aluminum toolbox I went to a watercraft store bought oxidation removal solution and aluminum polish to clean it up.
