I see it pop up in Windows 7 when I'm not logged into the forums. Usually once I log in it disappears.

Oddly it shows up in Chrome but not IE.

And this is only happening in Chrome because IE does not do notifications.

Ohhhh... I bet you're right.

At least I think I know what you mean. You are talking about how one of the users had like 5 or 6 threads started in just a few minutes?
