Default 99 F150 doesn't crank

I have 99 f150 with 4.6 and automatic transmission. Recently it has not been starting. The first time it made some loud liking sound twice. I checked everything and tried again and nothing. All lights work radio ect but started doesn't engage. I checked likely fuses and all check out. I tested selenoid and getting 12 volts on big wires but only get 4.5 on small ignition wire. Doest matter if it's off run or start position. Thought it might be transmission safety switch but that's not it either. If I jump from battery to small terminal on selenoid it starts right up and everything runs fine. Seems like ignition problem but can't figure it out. Thanks for any help you can give .

2) Check the cable going to and the connection of it to the starter.
