Mysterious Foam
I have found this piece of foam inside driver side front fender on my 2014 Svt Raptor. It was just laying there loose not connected to anything. I want to put it back where it belongs but have no idea where it goes. Also I have looked inside passenger side front fender to see if there is one like this but could not see anything.

By inside of the front driver's fender, what does that mean exactly?
How can something lay there underneath the fender?
Or was it on top of the fender in the engine compartment?
Its relatively clean so it had to be protected somehow from road grime.
What are its dimensions?

Almost looks like a spacer used in assembly.

Exactly what I meant, inside the front driver side fender. Between the engine bay and the fender. It was laying on top of the fender liner. You can’t really see inside the fender. The only reason I saw it was because that I was cleaning the truck. I took the raptor side fender vent (the black plastic thing) out using a trim tool remover- to clean underneath it. I then took a small flashlight, stuck my head tight against the fender peeking through the hole just to see what I can see and then noticed it. Puzzled, I went to the passenger side did the same but could not find any foam like this one, there.
It’s about 13inches in length 8.5 inches width and 1.5 inches thick.

My guess.
From the pic it looks like cheap styrofoam similar to the stuff they use to protect electronic equipment when in the shipping carton .
It might be some kind of protective padding used to protect the paint of the fender or related parts during the assembly process and then maybe discarded but they might of forgot in your case.

Right. It may be an aid to reduced NVH, and/or, something to stabilize a plastic inner fender liner?

I'd take it to a body shop and ask them. They'd have more experience with stuff like this, obviously...

Looks like foamed polyethylene. Probably has a waxy feel. Might be from the bumper area. Many manufacturers put foam in certain areas to meet the 5 mph damage standard. If you've ever seen behind the plastic bumper of a modern small car, it's just a big piece of foam.
If you bumped anything recently that might have popped it out.
On the other hand it looks like a piece of packing material.
