I remember this as well..X-O Rust, a rust resistant primer and paint sold by True Value hardware stores.

If you're looking for something fairly in-expensive, you can also look at "Zinc Rich" Rustoleum. It should have a 65% or higher Zinc content and works great as a rust inhibitor.

You must be down south because you don't have any rust at all! All I see is trivial white rust on a lug nut and minor surface rust on some control arms. Frankly, I wouldn't waste any of my money on snake oil fixes.
