After reviewing replies well now im feeling a little silly, i latched it 'after' the tailgate was closed and the seal stays on top allowing water to run off. before i was closing tailgate after it was latched and thats when the water kept running in...
but from pulling on the seal so much, it started to tear, now i need new seal, any recommendations?

I see a lot of people close the tailgate when the cover is latched. While it works for some, I do believe it’s incorrect and ends up bending the seal and could break it over time.
Glad you found the issue.

thanks for the tip, shutting tailgate before cover is latched, not after

My 2011 leaked but the new Truxedo Pro X15 on my 18 F150 only leaks just a little when going through the car wash under high water pressure. Other than that she's dry all the time...
