Apparently if he hasn't been busted for illegal tint, then he doesn't have illegal tint. After a few calls, then all the cops will know him. That can either be a good thing, or a bad thing! LOL

This is the answer, if he is going to continue arriving so early and sitting in an idling truck. The police and dispatch will know it's just him after a few calls.
The problem works itself out, I don't see any reason to modify the truck or his behavior.
