Hey smartass, it's not the ratchet that's broken, it's the tensioner itself.
You are going to have to find a way to get a pry bar on it somehow, to release the tension enough to slip the belt off. It's going to suck, but unfortunately, you are kind of screwed. Take off anything g that's in your way to make it easier.

Scott1171, did you crack the tensioner? You mentioned cannot loosen. I'm assuming all fords are the same, as I have a 2000 model. In my truck, you turn the ratchet clockwise to loosen the belt. Sounds like someone put too much pressure on it the wrong way.
