Rookie needs advice

Rookie needs advice
Hi everyone, just bought a 96 F150 with a 5.0. The truck runs and drives well for it's age and unknown mileage, but....
1. Doesn't always want to start back up when it's hot - any advice on how to determine starter vs fuel system vs vaccum issues (these are the first things I've seen around the web being issues)
2. The rear gas tank has been removed - again should I just overhaul the fuel system?
3. Lots of hoses leading no where - what should I prioritize on making sure I either completely remove, or check to reinstall?
4. There's only one spot that's got bad rust (the front driver cab mount) - other than that it's solid - I've been tapping around and I want to undercoat the chassis before it rots - what is going to be the best option for a rust isolator or other suggestions to get the chassis protected?
5. The steering is loose - is there a good way to tighten it (without a complete overhaul) vs "the very bad, don't do it" way?
6. Any experience will be helpful, and I appreciate even a little correction on what I should be doing first and foremost. It's not my first project, but it's my first F150 project, and I'm looking forward to getting the truck in a cleaned up, and maintainable condition - it'll never be perfect, but so long as it's cleaned up and easy to monitor I'll definitely be happy.

For the steering, the first thing you should check is the tie rods and steering linkages. The second option is to tighten the steering gear box assuming it is not completely worn out. Here is a good video:
