When I'm posting these values, it's what I noticed on my build. My trim level has heated/ventilated seats but didn't have the buttons on the Sync 3 screen in climate for them (just the physical buttons). If you don't have the seats capable of this, then putting a button on the screen for it won't enable it.

I have a 2015 XLT with 302a and have the same results. It is because we have the 302a trim level.

Another quirk I noted this morning. I hit my brights and they did not stay engaged. This is with the light switch in auto position. I don't recall them doing this previously. Someone please check to see if this is normal.
When I turn the light switch to the on position they then stayed engaged.
I brought my laptop with me this morning so I could try to revert the heated steering wheel icon that I turned on, but is useless as I don't have the hardware anyway.
Quickly before work, I went in and turned off the heated steering wheel via APIM, I believe it is called, same way I turned it on. Didn't have time to check the actual values. It is off, but I still get the quadrant on the opening screen. I actually turned the quadrant off as well while in there.
But the one thing that I noticed and worries more than anything, is the profile I saved before I ever started messing with settings is gone. I saved it after I installed the 2.3.1. Since that time I have installed 2.3.2 or whatever the newest version of forscan is. Anybody know where this profile might be if it hasn't been destroyed?

Just ran a quick errand and noticed that the quadrant is now off. So that is good for me. Looking back I believe that the quandrant is turned on by default in the forscan APIM and I just hit the write button when turning on the heated steering wheel and seats icons so it got turned on as well.
So I am going to go back in and turn the seats back on so they display on the screen.
One thing I noticed on my errand run is that when adjusting the temp and fan with the physical buttons that any change made does not display on the screen as it did before, but will display when doing it via the screen.
So that is something else that needs to be found and fixed. You can go down a big rabbit hole with this if not careful. Fixing one thing can break another. All the more reason I need to find my original saved profile file that seems to have disappeared.
I may have to go through the as built data file that I downloaded for my vin. Is there any readily available program that will read that file or something you can export it to such as excel?

A little more information:
At lunch turned on the heated seats again and the climate quadrant. The climate quadrant appears to control the momentary display on the screen when adjusting temp and fan via the physical buttons. It also controls initial display of the quadrant on the screen when starting the vehicle. So I have the momentary display of temp and fan settings back, but I also have the initial display back as well, which I don't want.
I think this setting is intended for Sync 2 users and not Sync 3 users as I am. If that is true then I probably shouldn't be using the APIM settings and should be using the direct approach of entering the hex numbers to control the changes I want to make.

Would be nice if this was a sticky for all years as it works on my 2013 and probably all year models to some extent, at least all obdii vehicles. I never would have known about Forscan had it not been for a fellow forum member as I never wander to the 15+ section.
By the way since I'm here, I used Forscan to reprogram my DTRL to my fog lamps, can't even do that with Ford's IDS.
