heres my fishing rod holders ive flown flags from. 18 bucks at BPS. plywood is free unless u dont already have it haha

You could also have a welder make one that would mount in your receiver hitch, I'm going to make one myself completely out of 2" square tubing that mounts into my hitch, and use PVC pipe as the flag pole...

PVC pipe would break. I would use metal if I was you. Weld up the holder that goes into the hitch and make it about 8" tall, or just enough so the tailgate won't get dented if it gets put down. Then slide the flag into that

I want a solution that is permanent and could be taken in and out based on the necessity of the bed.

The PVC sounds like a good idea, but I'm hesitant because of the screw in the bed. I am determined that I want it somewhere in the bed though.
