F150 rear door actuators dont work ex-LEO vehicle

Makes no sense that they would disable the power door locks. Even in a K9 vehicle, cops need to be able to lock and unlock the doors with the button in the driver's door. As stated above, I would guess that wiringis broken someplace. Police departments order the units with the door handle disabled and the lock plunger removed. They don't get the locks disabled. There is more going on here.

the K9 insert has a module that splices in-line with the factory wiring to allow both the factory door switch and key fob to work the lock, but also a secondary unit that unlocks one or both of the rear doors and simultaneously opened the door(s) to allow the dog to exit the cage built into the back of the vehicle. This allows the front doors to remain locked, and be a one button press from a secondary fob the officer carries on him/her.
When decommissioning a vehicle, most will just cut the wires that these modules are spliced into and not reconnect the factory wiring. Which is why I asked about the K9 possibility.

Since this doesn’t seem to be the case, I would guess the wiring in the door boot is the issue.
