It's amazing how this thread traveled off course from the OP's post...
In my view he was misinterpreting the 'law'. He was complaining that if the truck was not equipped with a trailer brake controller, it was illegal to tow with.
The 'law' he was referring to has to do with the trailer weight and the requirement to have said trailer equipped with brakes. What I don't think they understood is that some trailers requiring brakes have inertia brakes, thus not needing the EBC.
And then the obvious ploy that Ford is a horrible, incompetent company because not all the 'tow packages' include the EBC........
I had a 2002 F250 v10 with the 'tow package' and no EBC. I towed many times...the trailer happend to have inertia brakes....
My 2011 FX4 Max Tow just happened to come with the EBC, but nothing I towed with it used the EBC...again inertia brakes....
Both my Explorers have the 'tow package' and no EBC........

My 2014 F150 had the tow package without the EBC which I didn't need for my trailer. When I bought my 2016 I made sure it had the optional EBC in case I get myself a trailer with electric brakes sometime in the future.

Some people want regulation after regulation--it becomes ridiculous. Others seem to imply that any vehicle with a towing package which includes a hitch and wiring should be required to have the trailer brake controller? Why? It won't be needed for a vast number of trucks. You can safely tow a utility trailer with some lawn mowers, building materials, etc. without the need for a trailer brake controller. You can tow an atv or utv again without a trailer brake.
Why stop with Ford? Why not make it illegal to sell a Class IV hitch alone? Require a purchase of a trailer brake controller.
As I said, it just becomes ridiculous and adds unnecessary cost. The current laws usually require a trailer brake controller for trailers around 3k. In my opinion, that is very reasonable. Unfortunately, reason and reasonable are become extinct in today's world.
