my neck was broken and two vertebrae have been fused so I have limited range of motion in m neckI cant do what the smiley is doing

You can drive.
I'd invest in some fish-eye mirrors and stick them onto your side mirrors as well as investing in a convex type rear-view to give you a wider visible range.
I'm sure that the doctor is saying you cant drive because of your range of mobility which COULD be a danger to others on the road if the vehicle is not properly equipped.

A friend of mine has the same thing and drives and works everyday.A cobra Mustang.Maybe the meds your on or something,just tell the dude you can drive if you think you can of coarse.

Hey buddy i hate to be the party pooper here but here it goes. Im not saying dont drive...ok I am.. Due to your Limited ROM not only will you have a hard time being aware of your surroundings (even with those mirrors), your reaction time will slow significantly. Even if you see the guy running a stop sign (hypothetically) with your peripheral vision, your brain will not process the information as fast as if you were able to look straight at the object (which would naturally cause your head to turn). And if you were to get in an accident, your head WILL move, and the damage to those fused vertebrae might be permanent, possibly leaving you paralyzed. Like I said I'm not trying to bring down your hopes just looking out for ya man. And for clarity I am not a doctor, I am a firefighter/EMT urging this person to heed his doctors advice.
