After following the procedure outlined by gregsf150stx, and by reading the relevant section in the manual (the part where these instructions are in my manual) I discovered that there are TWO seat-belt related chimes: (1) the seat belt chime that ALWAYS goes on when you turn the ignition switch to the ON position, and (2) The "Belt Minder" chime, which is a chime that goes off after a minute or so if you take off your seatbelt WHILE THE CAR IS IN MOTION.

The procedure outlined by gregsf150stx ONLY affects (2) above, the in-motion chime, which is why it never "worked" for me: because I thought it applied to chime (1) above, and never tested it while the car was in motion.

The only way I've found to disable chime (1) is to disconnect the seatbelt-buckle-sensor by disconnecting the connector that (for me) is attached to the sliding seat rail on the right side of the driver's seat.

I did some disassembly today and found that on my car this four-pin connector only has two wires running to it, and that these come from the seat belt buckle. So it appears to me that disconnecting it only makes the car think that the seat belt is always buckled.
