1991 OEM steel wheels in the spirit of Moto Metals and the expensive azz new wheels. I paid $30 for these wheels out of the junk yard, started off painting them all black, and then over the last little while they've morphed again

This thread is 6 years old and the member you posed the question to hasn't been on here for 3 years but if you read 2 or 3 posts above the one you quoted he stated he was in the process of plastidipping his wheels so I would venture to say yes they are plastidipped but I can't tell you what color.
