I can buy a 2010 raptor with 71,000 miles for around $30,000..Or a 2010 with 103,000 for $22,000. Does having that many less miles justify the added expense??

A new 4X4 XLT is going to run closer to $40- $45K depending on Supercab or Supercrew cab. You might find a 4X2 regular cab XL under $30K though.
I like to think that most trucks are good for 200,000 miles before anything major will be a problem. Maybe a lot longer. The $30,000 truck has 129,000 miles to go. Take $30,000 divided by 129,000= 23.25 cents per mile mile.
The $22,000 truck has 97,000 miles to go. Take $22,000 divided by 97,000 miles =22.6 cents per mile. The $22,000 truck is about 1/2 cent/mile cheaper
You can use any mileage you want, but this is how I determine which vehicle is the better buy. Sounds like a wash here, but it could change once you get exact price quotes. One or the other may come off the final price enough to help make the decision.
A new XLT @ $45,000 works out to 22.6 cents per mile too. But a new $60,000 Raptor is about 30 cents/mile to get you to 200,000 miles.

Well sounds like your quite the mathematician. But your a little off on your numbers, last week I bought a 17 XLT FX4 Screw for $34K out the door.
