Any way to find previous owner using vin

Lots of luck? Not really.
There would be only 2 ways for a private party to get that information, one would be an illegal records search from the DMV, the other would be from the dealer I was doing business with. As I sincerely doubt that anyone would be asking for that info from the DMV, it narrows it down fairly quickly.
Identity theft is a real issue. Any business with personal information has a requirement to protect that information. Failure to do so is a serious breach of that responsibility.

Well, there are other answers, like he's more full of crap than a thanksgiving turkey and he's butt hurt about being called out over illegal and unethical behavior, but we'll go with that one. LOL

in the five or six times I’ve done this EVERY time the prior owner was MORE than pleased to talk about his truck with me...

He called back and said “glad you called. I told them if the new owner had any questions they could call me.”
Had a great discussion about detailing and how he treated her.
