Default 99' 4.6L Cranks but won't start

My 99' 4.6L has close to 200k miles and has been a great truck ever since I've owned it. I've been having a problem lately where it'll crank over and not start. But if I turn the key to off and back on again a few times I can get it to start and once it's started have no problems. Now... it won't start no matter what I do. I've replaced relays, put new plugs and wires on it with no success. Could this be a failed fuel pump even though I never had a problem while the truck was running, just at start up? I also checked for fuel pressure while cranking and had none. Please help.

My explorer did the same thing, changed fuel pump and no problems after that. The pump has a sock/screen on the fuel pickup. If it gets clogged it is hit or miss on fuel getting to fuel rails
