Question 1988 f150

I am helping my brother out with his 1988 F150 5.0L 4x4 auto transmission. When he accelerates the speedometer does not move until he is going faster than 40 mph. Also his rpms are up to 4 or 5 before the transmission shifts gears when it was shifting around 2-3 rpms. He has not changed out his stereo for a newer one. The cruise control has never worked since he has owned it(for around 8 months). The motor and transmission were rebuilt around 1-2 years ago. He has not changed the transmission filter. Everywhere online we have searched on the speedometer states the 1988 model does not have a speedometer cable so we assume we can't just replace the cable. We could use some advice(I keep telling him the problem is that it is a 4x4).

Could just be the speed sensor. That would explain the speedometer, cruise control, and the tranny not knowing when to shift. Whatever it is, I think those problems are all relative. My brother's '99 460 would shift into overdrive prematurely, the speedometer and tachometer didn't work at all, and neither did the cruise. Turned out he was just missing fuses.

Is it an E4OD or AODE? if not, than the transmission shift is unrelated to the speedometer, or cruise control.
