Inside the boroughs of NYC it's completely understandable.

Get a bunch of people running fireplaces in a congested area and you're creating a major health issue. If he was talking about a farm in upstate it would be a completely different situation.

A fatal wait: Veterans languish and die on a VA hospital's secret list
At least 40 U.S. veterans died waiting for appointments at the Phoenix Veterans Affairs Health Care system, many of whom were placed on a secret waiting list.
The secret list was part of an elaborate scheme designed by Veterans Affairs managers in Phoenix who were trying to hide that 1,400 to 1,600 sick veterans were forced to wait months to see a doctor, according to a recently retired top VA doctor and several high-level sources.

An animal rights group wants to install 10-foot-tall tombstones for turkeys and cows at the sites of recent truck crashes in Iowa and upstate New York.
People for the Ethical Treatment of Animals says on its website that it’s seeking permission to erect the temporary highway markers in Sioux City and just outside Albany.

It's legal in NYS as well, as long as you have a deer tag, if not, the officer will likely supply you with one.
