There is nothing in the column that has anything remotely to do with the fuel gauge or tank switching.
Here is the turn signal switch:

One wire is for the front signal and the other is for the rear. You can get this part at dealer or some auto-parts stores may have aftermarket parts.
Mine is busted so it sometimes will flash only the front bulb unless I hold it just right.
I could be wrong so get a 2nd opinion but I think you could pass smog in CA if you were to completely remove the 1 tank and remove the filler door and have bodywork done to cover the filler door hole.
You would need to plug the evaporation line going to the top of the tank as well. They would never know it once had dual tanks.
If they see the filler hole(s) then they will want to shove a tester in there so you will fail visual/ equipment check before even starting the test.
