They did, though that is less of a "solution" and more of a "different problem". I figured that out when I tried to mount my plate to that seemingly useless bit of plastic and found that my pre-collision avoidance no longer worked. So I got to fill those holes with some Permatex and drill the new ones in the bumper. There is plenty of space to mount the plate where I did, so it is unclear to me how I could come up with an objectively better solution using 5 minutes and a drill.
