I would be hitting 4th gear at around 100mph. Do I want to stay out of 4th?

If you're hitting 4th at 100 it means you're barely going to use 4th. You either want to stay out of 4th or go short enough to use all or almost all of 4th.

Would 28” tires be to small? That would allow me to use more of 4th. But the gear ratio in 4th isn’t great, like 1.14 I think. I may want to avoid 4th gear like you’re saying.

Run a tire that puts you at like 110 in 3rd or something. Then you won't have to worry about it.

I’m going back to race on the 30th. I’ll set up a camera.

Datalog it if you have a tuning device that's capable. That would help a ton.
You don't want to shift into another gear and be out of powerband (lower rpms) right before finishing.

However, if you're running a meaty 33" all terrain you may shave a bit by running a lighter wheel/tire combo.
Not sure how much that extra $ is worth shaving a tenth of a sec to you lol

Thats why I wanted to seriously change gearing with the tire size change and knock off 3/10ths lol

Mine is pushing 6th on powerband with 32" and 3:55 before finishing. I was thinking to run a smaller tire like 27 or 28" drag radials to see if i can get better 60' and a bit more speed at top end using more of that 6th or maybe 7th gear that is 1:1
Different front & rear tires size can be a problem?
