Generally programmers will hold multiple tunes, so you could load up an 87 perf, a 91/93 perf, and a tow/mileage tune if you wanted.

I disagree. I ran a 5Star 87 tow tune for a long time and it was certainly more powerful than stock. More importantly, it had a better torque curve and transmission tuning. So while your peak power gains may not be huge compared to a 93 tune, the driveability and enjoyment improvements can still be noticeable.
And I monitored knock and LOR on the my 87 tune towing a 5500 lb trailer through the mountains here in Utah, and its a very safe tune. It seems their(5Stars) base timing tables are pretty conservative.
The other thing is that there are multiple companies out there making octane adjustable tunes including 5Star, Gearhead and Brew City Boost. That way you get one tune that can run on any octane you please. This is what I would do if I were you.
