What's this? And why is it always "off"

That is the switch for your parking sensors. Depending on the year of truck there will be some on your rear bumper and maybe the front. If you turn it on and back up close to an object your truck will beep at you to let you know you're getting too close.

From the picture it looks like you have an 04-08 model and should only have them on the rear.

I guess my question is How do I turn it on? It seems that when I start the car and put it in reverse the light is not on and then the off light lights up and then it stays lit in the "off" position

Have you tried pushing that button when in reverse to turn it on?

You put it in reverse, and the light goes out. That means they are ON. When you put it in drive, the light comes on. That means they just turned OFF.
If you are in reverse, you can use the button to turn them OFF, if for some reason you don't wan them beeping.
Seems pretty clear to me.

The RSS automatically turns on when the gearshift lever is placed in R (Reverse) and the ignition is ON. An RSS control allows the driver to turn the RSS on and off. To turn the RSS off, the ignition must be ON, and the gear selector in R (Reverse). An indicator light on the control will illuminate when the system is turned off. If the indicator light illuminates when the RSS is not turned off, it may indicate a failure in the RSS. The RSS will remain off until either the RSS control is pushed again or the ignition switch is recycled. Keep the RSS sensors (located on the rear bumper/fascia) free
from snow, ice and large accumulations of dirt (do not clean the sensors with sharp objects). If the sensors are covered, it will affect the accuracy of the RSS.
If your vehicle sustains damage to the rear bumper/fascia, leaving
it misaligned or bent, the sensing zone may be altered causing
inaccurate measurement of obstacles or false alarms.
To me that clearly says you have a failure. If all your sensors are clean, then see if you can unplug one at a time to see which one has failed.
