Are the radiator fins clean? A build up of dirt - even if the fins aren't plugged with dried mud - can reduce the radiator's ability transfer heat. If it's really bad you may have to remove the fan shroud and fan to gently flow water across the fins from the engine-side to wash any dirt out. What' s the condition of the coolant? If it's never been changed, you might consider using a coolant system flush, then using a 50/50 mix of water and coolant (anti-freeze) which transfers heat and protects against corrosion better than 100 percent water. Either use the pre-mix or buy distilled water to from the grocery store and mix your own. Distilled won't be loaded with minerals like tap water...will help prevent future corrosion and scale build-up. In extreme cases the radiator can be "rodded out" if really corroded, as long as an end tank can be removed.
Even a stuck thermostat can cause cooling problems. Also, make sure the clutch on the fan still works as it should...if that's gone bad, it won't pull air through the radiator as it should.
