Default Squeak when turning steering wheel -tie rods?

My 1998 F150 is leaking power steering fluid. Question: is the squeak most likely just low power steering fluid and I simply fix the power steering pump or could it also be the tie rods that need to be replaced?

Low fluid in the pump would make a moan sound. The squeak is usually suspension.

I had this too, it was after a snow and a butt load of salt on the ground and it was still moist out a little. It just went away. Mine only did it when I was stopped and turned the steering wheel. Idk.
