Exclamation ignition issue need help please

ok so over winter I parked my 97 f150 I did not start it I came back to fire it up it did not start I had the battery checked and the battery was bad I replaced the battery but it still would not start all the accessories and lights come on and work fine but I do not hear the starter trying to enguage but I do hear the starter solenoid against the fire wall clicking, I've tried jumping the truck I've cleaned my terminals I've checked the fuses and I just cannot figure out what it is my next guess would be having the starter checked but I cannot see how to get to the upper bolt that mounts the starter does anyone have any ideas on what could be wrong? or at least how to get to that upper mounting bold on the starter

thank you so much for your time and help
