I've been working on a truck that seems underpowered and either doesn't downshift or up shifts too soon. It actually doesn't even fell like it ever goes in first. I replaced the plugs, wires, cap, rotor, and it still feels the same. I also did a stall speed test, and it held strong around 2000 or so.
