Default Horn Problems!

I've been trying to get the horn on my '76 to work and I'm at a loss. I metered the horn button and it's good and the fuses are all good. Unless I am not looking at the right fuses since I am assuming they are all located under the steering column. Can someone send me some good ideas where to go from here? Inspection is due and I'd like to avoid taking it to a dealer.

Man what a bad day. So I got the horn working briefly. The contacts at the wheel are bad so I need to get those replaced but that was the least of my worries. I took the truck up to a garage to get a state inspection and of course they tell me my brake lines are dry rotted and the master cylinder is leaking and all need to replaced. $450 quote no less. I just priced all the parts through Advance and it came out to under $250 so I guess I got my work cut out for me. Any advice? It is '76 so swapping out the parts will be pretty easy. Bleeding the system will suck though. Also the guy said my exhaust system is leaking in several places but I can live with getting a new setup.

Get a classic oogah horn like me!! my horn went out. mine is a 2004 but the high and low both went out suddenly. Dad had his old oogah horn hooked it up and instantly worked!
