Default Gurgling Brakes

This has been an ongoing issue for about a year now. I drive a 2004 F-150, and whenever I push on the brake pedal I hear a loud gurgling noise coming from behind the pedal (right behind the firewall). It makes the noise whether I am stopped or still moving, and does not seem to get much better once the vehicle warms up. I have bled the brakes and have checked the coolant level. I have noticed that it only seems to happen when it has been raining a lot. I didn't notice it much over the winter, as it was a pretty dry winter here. Now that we are getting quite a bit of rain, it has started making noises again. I am also having an issue with water getting into my floorboard and soaking my carpet. I don't know if this could somehow be related. For all I know the rain may not have anything to do with it. I am open to suggestions.
