Smile fuse panel missing cover

Hey there, new to the forum and probably will be here quite often!!!
Just bought an '84 f150 in-line 6 4.9ltr pickup and it need quite a bit of work. I don't know if I got taken, but I paid $840 for it as is.
It was a farm truck and it seems that all the emissions parts of the truck were taken out of it and it is basic bare bones. It starts and run well as well as drives and performs well too.

I'll list off the problems I have to work on and then state what I am specifically looking for in this thread.

Horn doesn't work
Washer pump doesn't work
Belts both loose
Battery not charging
dome light out
idles low and steadily up and down to almost stalling each down idle
parking break not engaging, the thingy that the lines join to is rusted solid
probably more to come

Anyway, I am wondering if the fuse panel has anything to do with the washer pump, cab light and horn. There seems to be an awful lot of empty spots on the panel, but I don't know what they are for, the cover is missing. A diagram of it would be nice or even and explanation of what the slots are for.

Also, in the engine compartment, there is a solonoid on the passenger side wall and 3 wires coming from it with 3 fuses, the 30amp fuse is burnt out, what is this for?

Also, the master cylinder for the brakes is full on the large side, but empty on the small side, does this mean that there is air in the lines? I just filled the small side last night, but it might be too late, should I bleed the entire brake system?

I am guessing that if I get some mechanic in a can and give the carb a good cleaning, maybe raise the idle a bit via the idle adjustment screw, I should be able to fix the idle, right??

Anyone know where the fuel filter is?? I don't think its inline, because I followed it under and I can't find it anywhere.

You'll need the cover to see what's missing in the fuse panel, unless someone else can help with that. It's normal for some to be missing, some are for options you probably don't have like power windows and locks. On the solenoid, there should be no fuses unless someone has added them for add ons or a bad repair. The factory uses fusible links, and they supply power to the circuits in the truck. More than likely you have air in the brake system, but you only need to bleed the half that has air in them. One side is the front, and the other is the rear. You also probably have a leak anyway so after adding fluid pump the brakes and look for wet spots around the wheels. It's probably the rear brakes and probably a wheel cylinder in the drum. You can set the idle with the screw and a good tune up will work wonders too. The fuel filter isn't inline as you have discovered, it's on the carburetor where the fuel line screws on. Unscrew the fuel line from the carb and then unscrew the housing the line was screwed in to. The filter is in there. When unscrewing the line hold the housing still with a wrench or the line may break.
